Address line is required. ID comes from AddressSeq, which starts at 1000 and steps by 1. Street parts, City, Country, Postal code, and District are optional. There is no region field. The card does not compose Address line from street parts. Saving does not require City or Country, and does not check that the city belongs to the country.
This dictionary is not hierarchical. There are no commands. This dictionary writes no register.
