TaxCode
Updated
A tax code is the user-facing classification: a tax, a category, and optional dates. Determination copies the code onto lines. The live rate is not this row; it is resolved from TaxRate history by tax and date.

Code, Name, Tax, TaxCategory, and EffectiveFrom are required. ID comes from TaxCodeSeq, which starts at 1000 and steps by 1. Empty Effective to leaves the row open. Empty Non-recoverable % means the whole input tax is recoverable. Empty Exemption reason is lawful: zero-rated has no reason.
Tax rate is a historical bind. Calculation does not read it: the live rate is picked by tax and date from TaxRate history. If filled, it must be a rate of the same tax.
