Code and Name are required. ID comes from StoreCellTypeSeq, which starts at 1000 and steps by 1. Purpose is Receiving, Storage, Picking, or empty (Unspecified). Empty purpose keeps the cell out of warehouse-task discipline.
There are no commands. This dictionary writes no register.
