TaxRate
Updated
A tax rate is an effective-dated fraction of one Tax. Several rates can be live at once when they sit in different TaxCategory rows. The date then picks the version of each.

Tax, Code, Rate, and EffectiveFrom are required. ID comes from TaxRateSeq, which starts at 1000 and steps by 1. Rate is a fraction: 0.20 is 20%. Empty Tax category is the tax's default: it answers for any category that has no rate of its own. Empty Effective to leaves the row open. A filled Effective to includes that day.
This dictionary is versioned. The live rate used in calculation is resolved from this history by tax, category, and date. TaxCode field Tax rate is a historical bind; calculation does not read it.
Save refuses a negative Rate, a window whose Effective from is after Effective to, and two live windows of the same tax and category that overlap. Ukraine 20% and 7% (ПДВ) at the same time must stand in different categories. There is no command that copies a rate onto a TaxCode. Overlapping history that was loaded past this check still fails when a TaxCalculation resolves the rate.
