A work center is where a routing step runs. The name, rate, and day capacity live here. One operation runs on one machine.

Name is required. ID comes from WorkCenterSeq, which starts at 1000 and steps by 1. Empty Disabled is live. Empty or 0 Machines means 1. Zero Capacity, min/day declares no ceiling. A filled Shift calendar skips closed days and ignores Capacity, min/day. An empty calendar applies Capacity, min/day every day.
Hourly rate is used when a confirmed ProductionOrder operation names no operator. An operator's position rate wins when it is set.
There are no commands. This dictionary writes no register.
