Code and Name are required. ID comes from TaxDirectionSeq, which starts at 1000 and steps by 1. Intended codes are INPUT, OUTPUT, WITHHOLDING, and OTHER. Posting compares Code, not the name. There is no extra field for sign or recoverability. Those live on the calculation line.
