A characteristic section is a heading that groups characteristics on a card: Product, Packaging, Storage. Template lines point at it.

Name is required. ID comes from CharacteristicSectionSeq, which starts at 1000 and steps by 1. Empty Order is lawful. A line without a section is shown under General on the item card. The template line still has a legacy text field Section (text, legacy) beside Section.
This dictionary is not hierarchical. There are no commands. This dictionary writes no register.
