The register allows a negative balance. Credit-note calculations reverse the same cuts so the period nets.

TaxCalculation on Finalized (TaxLedgerTx). TaxPayment does not write this register. TaxReturn reads it and writes no movement. There is no tax-payable accumulation register: settling the book liability is GL on TaxPayment.
